  • Lead NYPD’s counter-terrorism efforts
  • Responsible for prevention, response and recovery operations, regarding acts of terrorism in New York City.
  • Coordinated the training of NYPD officers regarding counter/anti-terrorist activities/skill sets.
  • Worked in concert with the NYPD Bureau of Intelligence developing and maintaining a current threat assessment regarding terrorist activities in the NYC area of operations.
  • Conducted threat/risk assessments for key facilities in the NYC area of operations.
  • Developed and supervised NYPD’s budgeting requirements regarding protective equipment, CT training costs and related programs to support a myriad of CT activities city-wide.
  • Interacted with senior officials in the Department of Homeland Security on related security issues and grants/funding requirements.
  • Interacted with New York-wide state officials regarding CT activities with a view toward creating a unified state strategy to deal with the terrorist threat to NYC and NY State.
  • Conducted town hall meetings, in tandem with senior officials from the NYC Fire Department (FDNY), to educate the citizens of NYC re the “threat” and the actions they should take to improve their ability to report/prevent a terrorist event… and “how to” behavior were an event to occur.
  • Represented the Police Commissioner and City Mayor at various forums re the readiness of the city to prevent a terrorist event… and brainstorming sessions in preparing for coordination of city agencies in recovery operations following an event.
  • Lobbied for federal funding to support NYC and NYPD with federal agencies and with senators and congressman.
