  • Maintained a high state of readiness/training in support of war plan and contingency operations in the Asia-Pacific region and in the Arabian Gulf, which included responsibility for leading and executing large-scale humanitarian relief operations and the safe and efficient operation and maintenance of numerous Marine Corps Bases from southern California to Hawaii… to South Korea… to Japan.

JUN 1997 to JUN 1999
COMMANDING GENERAL, III MARINE EXPEDITIONARY FORCE (Okinawa, Japan)

  • Led a Marine Division, an Air Wing, and a Force Service Support Group, including contingency operations and humanitarian relief efforts.
  • Primary geographic area of focus – South Korea, China, Indonesia, Viet Nam, Cambodia, Thailand, and the Philippines.
  • Worked closely with US allies and friends in the region re joint training and exercise programs.
  • Routinely met with senior foreign government officials in defense and foreign affairs departments in the Asia-Pacific region to improve relationships with counterparts.
  • Maintained a special operational relationship with the Commander US 7th Fleet for purposes of executing training/contingency missions.

JUN 1996 to JUL 1997
PLANS and POLICY OFFICER, COMBINED/JOINT US/UN COMMAND Korea (C/J-5)

  • Senior staff officer in combined and joint arena, which included supervision over senior officers from all US Armed Forces and senior officers from the S. Korean Armed Forces 
  • Responsible to the senior US/UN Commanding General for the maintenance, updating, and the development of security initiatives regarding US/South Korean plans, policies and strategies in support of the US/South Korean National strategy.
  • Coordinated with senior military officials in the government of South Korea to ensure the fragile peace on the Korean peninsula was maintained
  • Represented senior US/UN Commanding General at high-level meetings at the Joint Staff, the Pentagon, Washington, DC
  • Worked closely with counterparts at the US Pacific Command, Honolulu, HI
  • As the US/UN Commanding General’s representative, briefed the Chairman, US Joint Chiefs of Staff, on strategic issues regarding the security of the Korean peninsula 

1994-1996
COMMANDING GENERAL, 1st MARINE DIVISION (Camp Pendleton, CA)

  • Commanded 17 thousand Marines of the oldest, largest and most decorated infantry division in the US Marine Corps.
  • Responsible for the training and readiness of a combined arms war-fighting team, consisting of four regiments, and a number of separate battalions, which supported the infantry regiments, e.g., the amphibious tractor battalion, the engineer battalion, and the reconnaissance battalion.
  • Responsible for the deployment and employment of combat-ready teams to support war plan, contingency operations, and humanitarian relief operations in the Asia-Pacific and Arabian Gulf regions.
  • Managed a multi-million dollar budget to support the Division’s mission, including numerous exercises and training, both in the US and overseas.

1992-1994
COMMANDER FORWARD ELEMENT/INSPECTOR GENERAL, US CENTRAL COMMAND (Tampa, FL)

  • Responsible to the Commander, Central Command for all aspects of major investigations and complaints
  • Led the command’s efforts in conducting sensitive/classified planning activities in the Arabian Gulf region.
  • Assigned as the US Task Force Command for Operation Provide Relief – Food Relief Operations in Somalia, Aug-Nov 1992, and subsequently, assigned as special assistant to Ambassador Robert Oakley for peace keeping operations in Somalia, Nov92.

1990-1992
Marine Member, Chairman’s Staff Group, Joint Chiefs of Staff, The Pentagon, Wash., DC 

  • Senior Marine on General Colin Powell’s personal staff charged to facilitate interactions with senior members on the joint staff and senior officials in the Department of Defense.
  • Senior staff member for the US Emissary to Viet Nam, General Jack Vessey, USA (Ret); mission – to support the US efforts to realize full accountability for US servicemen missing in action or possibly in a prisoner of war status. In this capacity, made five trips to Hanoi, Viet Nam as a member of the US negotiating team.

1988-1990
Commanding Officer, 11th Marine Expeditionary Unit (MEU), Camp Pendleton, CA

  • Led a combined Air-Ground-Logistic Combat Team of 2200 Marines, prepared to execute combat/contingency operations in the Asia-Pacific or Arabian Gulf regions…including humanitarian relief operations. The Combat Team consisted of a reinforced Infantry Battalion, an Air Element of both fixed-wing and helicopter assets, and a Combat Service Support Element.
  • Trained with, and deployed to, foreign countries aboard US Navy amphibious ships for periods of six months.

1987-1988
Commanding Officer, Contingency Marine Air-Ground Task Force, MAGTF I-88

  • Led MAGTF of 800 Marines in support of operations in the Arabian Gulf to protect re-flagged Kuwaiti oil tankers in transit in and out of the Straits of Hormuz. Awarded Presidential Unit Citation for six-month deployment.
  • Conducted “special operations” with US Navy elements in the gulf proper.
  • Support security operations in the port of Bahrain and surrounding areas.
  • Conducted air-support operations for mine sweeping activities in the gulf proper.
